Given the challenges facing our communities, it is our shared responsibility to uncover and mobilize the latent capacity of all citizens. People with disabilities, like every citizen, have both the capacity and the responsibility to strengthen our communities. We must ensure that each community member thrives and contributes.

In 1997 a small group of Canadians began meeting to consider the question: What would it take to create in Canadian communities a genuine welcome of marginalized people, an appreciation of the gifts of diversity, and a greater capacity to care?

With the sponsorship of the J. W. McConnell Family Foundation, we consulted with leaders in a variety of sectors in British Columbia, Ontario and Quebec to see if they shared our vision of vibrant, hospitable communities and our belief that it's possible to build them.

The response was overwhelming - and positive enough to inspire the McConnell Foundation to contribute to our project for five years. The foundation recognized that while people on the margins of society are the most vulnerable, it is they who frequently provide the spark required for innovative change.

In late 1999, a steering committee of thinkers, doers and innovators from across Canada began considering how to inspire vibrant and inclusive communities. With an emphasis on innovation, respect for thoughtful analysis, and a belief that we can learn from human traditions, the project took its name from the ancient Greek word for neighbourly love: Philia.

We believe there are countless opportunities to enable people who have been isolated and marginalized to flourish in dignity and take their place as full citizens. In fact, we are confident that welcoming their diverse contributions is the principal catalyst for nurturing vibrant communities for all of us.

We are inspired by a range of thinkers and activists who are examining how changes in society reflect on culture and history. We're collecting stories of a new way of living to provide glimpses of a better future. And we're developing consensus among influential leaders in society about how we can shape more vibrant, hospitable and resilient communities.
